Pat Doering began his career as a police officer in 1996 and has served as a Police Hostage Negotiator since 2004. He has received formal negotiation training from the FBI, the London Metropolitan Police (Scotland Yard), and the Negotiation Program at Harvard University. As a graduate of the FBI National Academy (Class 248), Pat continues to provide guidance, formal training, and leadership mentoring worldwide.

In 2024, Pat retired from his law enforcement career but remains dedicated to fostering the next generation of Crisis Negotiators. He conducts live, on-site training events and online workshops designed to sharpen the skills of those interested in crisis negotiation.

Gary Noesner is a former senior law-enforcement professional whose three-decade career with the Federal Bureau of Investigation made him one of the most influential crisis negotiators in modern U.S. history. From a young age, Noesner aspired to join the FBI, and after completing his agent training he quickly gravitated toward the emerging field of crisis and hostage negotiation. Over 23 years, he served in a wide range of high-stakes assignments and ultimately became the first person to hold the title of Chief of the FBI’s Crisis Negotiation Unit within the Critical Incident Response Group.

Across his tenure, Noesner confronted some of the most volatile and dangerous situations faced by the Bureau. His work included negotiating during prison riots, extremist standoffs, hijackings, terrorist incidents, and embassy takeovers. He played a significant role in more than 120 international kidnapping cases involving American citizens, helping shape the FBI’s global approach to recovering hostages and managing prolonged crises. Among the most scrutinized events of his career was the 1993 Branch Davidian standoff in Waco, Texas, during which his negotiation philosophy and methods became central to national conversations about crisis response.

Noesner emphasized communication rooted in rapport, empathy, and psychological understanding. He believed that even the most volatile individuals could be guided toward safer decisions through patient conversation and trust-building. His leadership helped formalize negotiation strategies that are now standard practice across law-enforcement agencies.

Following his retirement from the FBI in 2003, Noesner moved into the private sector as a Senior Vice President at Control Risks, an international consulting firm specializing in kidnap response and crisis management. He also helped form the National Council of Negotiation Associations, an umbrella organization connecting dozens of professional negotiation groups across the country.

In 2010, Noesner published his memoir, Stalling for Time: My Life as an FBI Hostage Negotiator, offering a vivid, behind-the-scenes look at the complex world of crisis negotiation. Today, he continues to teach, lecture, and advise organizations worldwide, sharing hard-won insights on communication, conflict resolution, and human behavior. Through his work, Gary Noesner has helped define the art and science of negotiation, demonstrating that dialogue can be the most powerful tool in the midst of crisis.
